Create a decentralized jury of up to 10 willing participants from the Free TON community (referred to as the Jury Selection Contest) who are willing to put in the time and efforts to study, interpret, analyze, vote, and deliver qualified feedback to Web & Design Sub-governance contest submissions from contest participants.

Motivation
In an effort to decentralize processes within the Free TON Web & Design Sub-governance, the jury must be selected from the community. This will help achieve the goal of decentralized sub governance for the Free TON Web & Design.
Procedure
Initial members are also the Initial jury members. This initial composition assumes all responsibilities of the Jury and is to launch a Jury Selection Contest.
This competition can be repeated until reaching the goal of 10 independent jury members (other than the Initial members).
Requirements
Each candidate submits an application for participation in the contest.
The application consists of 3 parts:
Information about the candidate
Name. Nickname on the forum.freeton.org. Telegram username.
Qualification proofs (resumes, prizes in competitions, links to works or profiles).
Free TON Address - wallet and public key.
Presentation of the candidate
The candidate describes his vision for the development of Web & Design Sub-governance, makes suggestions, ideas for contests, etc.
Test judging
Evaluation of works from the 1st to the 20th of the postcard contest
The result is in the form of an Excel (Google Sheets) spreadsheet with screenshot in PDF.
Remarks
Participants must correctly upload their application to the Jury Selection Contest (in PDF format) in order for the jury to view it. If the application is not available or does not meet the described criteria, the submission will be rejected by the jury.
Participants must submit their work before the end of the contest. If the application is submitted late, it will not be accepted.
All submissions must contain the Telegram username, by which jurors can verify that the submission belongs to the individual who submitted it. If not, your submission will be rejected.
Contestants must provide valid Free TON addresses together with a public key. Make sure that you keep your seed phrase and private keys from your wallet in a safe place.
These conditions may be changed or supplemented before the contest will launch.
Voting
Each of the current jurors can vote on submission.
Jurors whose company or team members intend to participate in this contest should abstain, even if they are a sitting juror.
Each juror will vote by rating each submission on a scale of 1 to 10 or can choose to reject it if it does not meet the requirements, or they can choose to abstain from voting.
Jurors will provide feedback on submissions.
These conditions may be changed or supplemented before the contest will launch.
The top 10 participants with the highest score based on the results of the voting will be accepted to the Web & Design Sub-governance jury.
Evaluation criteria
Information about the candidate
Activity on the forum / Telegram: 0-2 points
0 - just have an account, no activity,
1 - there is activity,
2 - the account is active, writes constructively.
Proofs of Qualification: 0-2 points
0 - no information,
1 - information provided,
2 - impressive information is presented.
Candidate presentation: 0-2 points
0 - the presentation is missing or insignificant,
1 - sound thoughts expressed,
2 - there are fresh and interesting ideas.
Test judging: 0-2 points
0 - bad,
1 - good,
2 - very well.
The judge’s subjective score: 0-2 points
The remaining 2 points are awarded by the judge according to the general impression of the candidate. The opinion is recorded in the comment.
The minimum passing score for accepting an application is 6 points
Calculation example
Candidate 1 (not a designer)
Actively and constructively writes on the forum (+2), there are no proofs (0), interesting thoughts in the presentation (+2), perfectly understood the judging (+2). Total - 6 (without the opinion of the judge).
Candidate 2 (designer)
Weak activity (+1), excellent work (+2), having ideas (+1), understood the judging (+2). Total - 6 (without the opinion of the judge).
Candidate 3
No activity (0), average work (+1), minor ideas (0), average test judging (+1)
Total - 2.
Winner rights and duties
Winners will get the right to be a juror for each Free TON Web & Design contest going forward and get the same reward as each other juror in the contest. To receive such rewards, the juror must do the following:
- Each juror should review each contest and its requirements under Free TON Web & Design Contests.
- The juror should review each contestant’s submission (uploaded in .PDF format) and determine if each submission is within the scope of his or her understanding to judge it, and then vote as follows:
- if outside of juror competence, the juror should vote to “Abstain”.
- if within juror competence, the juror should vote on a scale of 1-to-10 with 1 representing least and 10 representing most qualified submissions.
- if the submission is inappropriate, the PDF file is unopenable or corrupt, etc., the juror should vote to “Reject”.
- The juror should provide constructive feedback in the appropriate field describing the reason for their score.
- To reject the submission, only 50% +1 votes from those members of the jury who actually voted for this submission work is enough.
- The jury rewards will be distributed in proportion to the number of votes cast by each jury member.
- A juror can not vote in contests where there is a submission from him/her or from any affiliated party.
- Jury members who have not voted for 2 months are automatically expelled from the Jury without notice.
- As any civic duty dictates, every juror must remain objective to the best of his/her abilities in regard to voting, i.e., stick to the facts and the facts only, leaving any personal feelings aside.
