Free TON Wiki Subgovernance

General description

This document suggests the implementation of on-chain governance for Free TON Wiki as a separate interface with all the functions that the main governance on the new governance 1.1 platform has based on https://freeton.org/contests as an additional bookmark.

The mission of Free TON Wiki governance is to develop the Free TON Wiki encyclopedia with the goal of continually creating useful and interesting text and visual content about Free TON that will help a wide range of users and technical developers.

Governance proposal specification

It is proposed to create on-chain governance integration for Free TON Wiki within which the following will be available:

1. Free TON Wiki Initial Members must be appointed to form the initial Free TON Wiki Jury. This initial composition assumes all responsibilities of the Free TON Wiki Jury and is to launch a Free TON Wiki Jury Contest. The description is given below.
2. A mechanism for the Renewal of Free TON Wiki Contests (RWC) should be implemented, the purpose of which is to continually create new useful content for Free TON Wiki and ensure its functionality. The description is given below.
3. There will be a Free TON Wiki Jury Contest to select the full Free TON Wiki Jury. The main duty of the Free TON Wiki Jury is to vote in the RWCs. The description is given below.

Free TON Wiki Initial Members

The following Free TON Wiki Initial Members are assigned:

5. Ivan Kotelnikov (Telegram)

The Free TON Wiki Initial Members form the initial Free TON Wiki Jury until the Free TON Wiki Jury Contest is held.

Free TON Wiki Contests expense estimate

This estimate is based on a forecast of the total Tons required to run all Free TON Wiki contests within the first 3 months after the Free TON Wiki Governance is launched. As follows:

Renewal Free TON Wiki Contests

Short description:

This section describes the procedure for running the Renewal Free TON Wiki Contests (RWC) by publishing the Renewal Free TON Wiki Contest Proposal (RWCP) in the “Free TON Wiki” section of the Free TON official forum.

The goal of all RWC contests is to offer the Free TON community the opportunity to regularly create new and useful content for the Free TON Wiki and keep it running.

Type:

Renewal contests

Contest entry period:

The validity period of each RWC will be defined in the respective RWCP.

Motivation:

Creating interesting and useful content and keeping the Free TON Wiki up and running to generate new value for the Free TON community, helping a wide range of users and technical developers.

Contest specification:

The relevant RWCP will define the specifications of each RWC, including but not limited to entry period, description, specification, criteria for evaluating work, voting procedures, rewards for participants, jury rewards, comments on the procedure, etc.

Evaluation criteria and winning conditions:

The relevant RWCP will define the performance criteria and the conditions of rewards.

Voting

The relevant RWCP will define the voting order of the Free TON Wiki Jury.

Free TON jury members do not automatically acquire the right to vote on the Free TON Wiki Jury solely by their Free TON membership. To vote on the Free TON Wiki, the jury must be elected to that voting body.

Reward:

The relevant RWCP will define the amount of rewards for RWC participants.

Jury rewards:

The relevant RWCP will define the amount of Free TON Wiki Jury’s rewards.

Procedural remarks:

The relevant RWCP will define procedural notes for the RWC.

Free TON Wiki Jury Contest

Short description:

This is the first contest and it must be initiated and run by the Free TON Wiki Initial Members.

This section describes how the Free TON Wiki Jury Contest will take place. The Free TON Wiki Jury is limited to voting only within the Free TON Wiki Governance structure. The duties of the Free TON Wiki Jury are to vote for RWCs.

This contest must be held again if the Free TON Wiki Jury disbands for any reason.

The сontest entry period will be determined when the Free TON Wiki Jury Contest is published.

Motivation:

In the strive to decentralize Free TON Wiki, so should the jury come from the community at large. This will help achieve the goal of decentralized Governance 2.0.

Contest submission requirements

Applicants must provide a curriculum vitae that demonstrates one, all, or some of the following:

• Knowledge of IT and/or blockchain technologies
• History and/or experience with blockchain technology, preferably with a focus on decentralization
• Proof of professional understanding of the context and objectives of Free TON
• Understanding the idea and goals of Free TON and Free TON Wiki
• Proof of your ability to correctly evaluate the content and quality of materials and articles about Free TON

These conditions may be changed or supplemented before the contest will launch.

Rights and duties of the winner as a member of the Free TON Wiki Jury

Winners will be eligible to be a member of the Free TON Wiki Jury at each RWC in the future and will be able to receive a reward for each vote if their vote meets the requirements.

To receive the reward, a jury member must do the following:

1. Each member of the Free TON Wiki Jury must review the RWC in the Contests subsection of the “Free TON Wiki” section of the Free TON official forum.

2. The jury must review all of the applications from each RWC participant and determine if each such application is within their understanding in order to evaluate it, and then vote as follows:
   a) If it falls within the purview of a juror, the vote must be on a scale of 0 to 10, with 0 being considered unsatisfactory and 10 being of highest quality.
   b) If this is outside the competence of the juror, the vote must be “Abstain”.
   c) If the submitted application is unacceptable, the PDF file cannot be opened, the file is damaged, etc., the juror must vote “Reject”.
   d) If the contest submission does not meet the required criteria, the juror should vote “Reject”.

3. The juror must provide constructive feedback in the appropriate field, describing the reason for their assessment.

4. An amount equal to 5% of the sum total of all total tokens actually awarded to winners of the RWC will be divided equally between all jurors who vote and provide feedback. Both voting and feedback are mandatory in order to collect this reward.

As any civic duty dictates, each juror must remain objective to the best of their abilities with regard to voting, that is, stick to the facts and the facts only, leaving any personal feelings aside.

Voting to elect Jury members for Free TON Wiki

• Each of the existing Free TON Wiki jurors can vote on your application to appoint you as a new member of the Free TON Wiki Jury.
• Jury members, company or team members who intend to participate in this competition cannot vote, even if they are active members of the jury.
• A juror must vote on a scale of 0-10 for each application, or may reject it if it does not meet the requirements, or may abstain from voting if the juror feels unqualified to judge the submission.
• The juror must provide feedback for each application.

These conditions may be changed or supplemented before the contest will launch.

Procedural remarks:

• Participants must correctly upload their application to the Free TON Wiki Jury Member contest (in PDF format) in order for the jury to view it. If the application is not available or does not meet the described criteria, the candidate will be rejected by the jury.
• Participants must submit their work before the end of the competition. If the application is submitted late, it will not be accepted.
• All submissions must contain the contestant’s contact information, including a Telegram ID by which jurors can verify that the submission belongs to the individual who submitted it. If not, your submission will be rejected.
• If your submission has links to the work performed, the content of those links must have the contestant’s contact details and Telegram ID so jurors can match it and verify who the work belongs to. If not, your submission will be rejected.

These conditions may be changed or supplemented before the contest will launch.
