ForMet SG Charter Update Proposal 06/26

Summary

The current proposal is intended to improve ForMet Sub Gov processes, enhance the effectiveness and eliminate the risk of conflict of interests. All the parts of the original proposal (located at ForMet SG proposal v3 - Google Docs) should be intact unless otherwise stated in the articles below.

Article I: Phase 0

Upon acceptance the current proposal the Phase 1 is splitted into Phase 0 and Phase1 where:

Phase 0 - is a code audit as described in the original Charter

Phase 1- is an informal specification as described in the original Charter

1.1 The result of Phase0 must be a report that covers:

  • All the errors found
  • All the warnings found
  • All the “bad code” (long functions, violation of abstraction levels, poor readability etc.) foundings

1.2 Phase 1 contest must not be started until the Phase 0 finding are fixed

1.3 In case of multiple or architectural fixes the contest of Phase 0 must be repeated with 60% awards of the original contest

1.4 In case of multiple or architectural fixes the contest of Phase 1 must be repeated with 40% awards of the original contest

1.5 Phase 1 contest must follow the guidelines as before but the Code Audit

1.6. The original budget for Phase 1 is splitted between Phase 0 and Phase 1 evenly

Article II: Affiliation

2.1 The juror is called affiliated with a participant if at any time during the voting period as well as one year before at least one of the following is true:

  • Juror is the participant, a owner or co owner of the participant
  • If the participant is any kind of collaboration, the juror is a member of such a collaboration
  • Juror is an employee or contractor of the participant, or performs any paid service to the participant including consulting
  • The statements above are effective within one year from the date of termination of ownership, co ownership, collaboration, employment, contractorship or any other activity mentioned above
  • Juror has ongoing negotiations with the participant the can lead to moving him to one of the states mentioned above
  • The statements above also applicable to any companies where the participant has more than 10% of shares

2.2 In addition to the definition mentioned above the juror is called affiliated if he directly or indirectly engaged in the creation of contest materials, where:

  • Direct engagement means creation of the code, text, pictures or other parts of the material that were included in the final contest documentation
  • Indirect engagement means :
    • Creation of software, algorithms, concepts, processes etc. exclusively for the contest
    • Consulting (paid or unpaid)
  • The following types of activity are not considered as indirect engagement:
    • Creation of stuff intended for all the participants
    • Free consulting organized by the author of the software being verified that can be provided to all the participants upon their request

2.3 The affiliated juror must abstain from voting for all the contests where the participant affiliated with him participates, otherwise the voting process must be respinned and the guilty juror must be punished as described below. It is worth noting that such a juror must fully abstain from such contests as it’s disallowed for him to vote for any participant, not just for the affiliator.

2.4 The affiliation table for the jurors is located at Subgov Members - Google Sheets and must be kept up to date. If the affiliation changed throughout the contest process (since the proposal till the end of voting) the participant must inform the jurors in a timely manner

2.5 In the case of lack of jurors the team can (by running the proposal voted by simple majority) eliminate the rules defined in the current article for the particular contest and invite the affiliated jurors to participate

2.6 The following jurors are directly exempted from the rules mentioned above and are free to vote unless their direct employer participates in the contest:

  • @Futurizt
  • @bivanonsky

2.7 In case the violation the rules:

  • The voting must be respinned
  • The guilty juror has no rights to vote again for the particular contest
  • The guilty juror is not supposed to receive any rewards for the particular contest
  • The fact of guiltiness is proved by simple majority voting, this verdict (as well an opposite one) is considered as final and can not be appealed
  • The guilty juror is supposed to be punished: the punishment can range from the warning to lifetime disqualification.
    • The default punishment is a warning
    • In case of the second warning within one year the default punishment is one-year disqualification (rejection to participate as a juror in any contest of ForMet subgov, its child or descendant)
    • The punishment can be more severe (or lighter) in case of successful supermajority voting for it (by initial members)
  • Normally, the participant is not punished for juror’s violations
    • However, another decision can be passed using supermajority voting for it
    • If the participant failed to update affiliation table before the voting then:
      • The default sanction is warning
      • In case of the second violation within a year from the previous one - the default sanction is an exclusion from the contest where the rules were violated
      • The punishment can be expanded or limited by the supermajority decision of the initial members

Article III: Secretary

3.1 The SubGov may elect a secretary among its members by simple majority vote

3.2 The Secretary has the following responsibilities:

  • Keep all the SubGov documents up to date
  • Prepare and run Proposal and Contest documentation (in case some of the such documents are prepared by another SubGov member, the following amount is distracted from the Secretary in favor of the Author:

full_award * 50% * (number of documents prepared by the Author) / (total number of such documents this month)

  • Organize the award payments
  • Organize and facilitate the team meetings and other discussions
  • Keep the community communication
  • Prepare the proposal for SubGov funding
  • Conduct the negotiations with team being verified, other SubGovs and Central Governance

3.3 The Secretary is compensated by 4000 TON paid on a monthly basis

3.4 The Secretary can be resigned or replaced at any time by the passed proposal initiated by any team member by simple majority vote

3.5 The Secretary can resign himself at any time by one-week note sent to the SubGov Telegram group
