DevOps SG replenish funds request, to fulfill obligations under past contests.

After an unplanned major Contest for “1 year ongoing free ton testnets support”, DevOps SG is unable to fulfill obligations under past contests. We ask for additional funding from the Main GOV according to this calculation:

last two months vesting of Validator Devops contest for Rust-Node 9 000
amount remaining to be paid to the winners of “1 year ongoing free ton testnets support” contest (27% of 225.000); 60 750
12 months vesting for “1 year ongoing free ton testnets support” contest 363 600
Total needed: 422 745

In my opinion reputation is very important. If certain obligations have been committed to by this SG previously, it should cover them.

There are several SGs whose work deserves our full support - those in my opinion are FV, Cryptography, DevOps, DevEx and the Academy.

The rest mostly did not reach the announced goals against which community funding was provided.

I support this proposal until another structure to support this SG is fully operational.
